Why it matters
Two development agreements on one agenda. One attached the contract and named the parties and the land. The other said "certain property owned by the County." This is everything a resident could have learned before the vote.

Item 71 reads, in its entirety: “Discuss, consider and take appropriate action on a development agreement by and between Williamson County, Texas, and Skalmor, Inc., a Delaware corporation, regarding the sale of certain property owned by the County.” No address, no parcel number, no acreage, no attachment. It was approved in a batch vote with Items 59 through 71.
Item 56, fifteen lines earlier on the same agenda, is also a development agreement. Its cover sheet attaches the full contract, which names the counterparty and describes the land.
The minutes list attachments to Item 71 titled “Agreement” and “Funding.” Neither was in the public packet, and the County did not produce them in response to a records request.
