Records showing Silcar, L.L.C. is Carolville's general partner, Henk Morelisse manages Silcar, and Skalmor, Inc. is a Delaware corporation with no Texas registration.
Why it matters
The buyer's president controls the entity that must sign away the park restrictions. The County had these records in its own file.

Carolville, Ltd. deeded the park to the County in 1990. Its general partner today is Silcar, L.L.C., whose manager is Henk Morelisse. Mr. Morelisse is also president of Skalmor, Inc., the developer. Under Article 1.2 of the Development Agreement, Skalmor must “cause Carolville” to release the park restrictions — meaning the same person is on both sides of that release.
